TIn 1991 as the Assistant Executive Director of the Housing Authority<br />
of Champaign County, I was appointed to serve on the Bank One<br />
Community Reinvestment Advisory Committee to assist the bank in<br />
developing strategies and policies to serve the needs of low and<br />
moderate income neighborhoods. I served in that capacity until 1995.<br />
During those four years, I saw Bank One work diligently and<br />
proactively to meet the banking needs of the low to moderate income<br />
neighborhoods as well as those of other income groups. As a result,<br />
and because of another collaborative effort between banks such as<br />
Bank One, city government, and grass root and community<br />
organizations such as the Illinois Center for Citizens&#039; Involvement,<br />
Champaign County has an outstanding program to help the low and<br />
moderate-income households become homeowners.<br />
Consequently, when we started this small business venture in the<br />
spring of 1997, Bank One was one of the frrst frnancial institutions we<br />
called to the table to partner with us. They had already showed great<br />
leadership in community collaboration in the homeownership area and<br />
we knew they would jump at the chance to do the same in the small<br />
business development area.<br />
We the memberships of the Community Collaboration For Economic<br />
Development of Champaign County (CCED) wholeheartedly endorse<br />
the proposed merger between Bank One and the First Chicago NBD<br />
Corporation. We believe that this merger will be good not only for<br />
both of these fmancial institutions, but for the total communities they<br />
serve as well. Thank you.<br />

<br />
The Champaign County Community Health Plan provides a current portrait of the<br />
health assets and needs of the residents of Champaign County.<br />
Illinois state law requires every local health department to participate in this<br />
process, called the Illinois Project for Local Assessment of Needs (IPLAN). This process<br />
must be conducted at minimum every five years. The detailed assessment and plan<br />
provides the foundation for evidence-based health planning and decision-making.<br />
The essential elements of IPLAN are:<br />
1. An organizational capacity assessment;<br />
2. A community health needs assessment; and<br />
3. A community health plan, focusing on a minimum of three priority health<br />
problems.<br />
The Champaign County Community Health Plan was created using a model called<br />
&acirc;&euro;&oelig;Mobilizing for Action through Planning and Partnership&acirc;&euro; (MAPP). This collaborative<br />
approach to community health planning was developed by the National Association of<br />
County and City Health Officials (NACCHO) in cooperation with the Public Health<br />
Practice Program Office and the federal Centers for Disease Control and Prevention<br />
(CDC). MAPP helps communities form effective partnerships that can better identify<br />
their unique circumstances and needs and use their resources wisely.<br />
MAPP is a community-driven process. It is more intensive than other approaches<br />
in that it requires a high level of participation from community organizations and<br />
residents. This model employs a variety of methods to uncover community health trends,<br />

identify gaps in care, evaluate assets and &acirc;&euro;&ldquo; most importantly &acirc;&euro;&ldquo; develop and implement a<br />
plan that successfully addresses community health needs.<br />
The four components of MAPP<br />
&ocirc;&euro;&sbquo;&bdquo; The Community Health Status Assessment collects and analyzes health data and<br />
describes health trends, risk factors, health behaviors and issues of special concern.<br />
&ocirc;&euro;&sbquo;&bdquo; Community Themes and Strengths Assessment uses participants to make a list of<br />
issues of importance to the community, identify community assets and outline quality<br />
of life concerns.<br />
&ocirc;&euro;&sbquo;&bdquo; The Local Public Health System Assessment measures the local public health system&acirc;&euro;&trade;s<br />
ability to conduct essential public health services.<br />
&ocirc;&euro;&sbquo;&bdquo; The Forces of Change Assessment identifies local health, social, environmental or<br />
economic trends that affect the community or public health system.<br />
The Community Health Plan was initiated by the Champaign-Urbana Public Health<br />
District to determine locally relevant health priorities to better serve the residents of<br />
Champaign County. Public health issues demand collaborative and coordinated efforts to<br />
minimize service duplication and excess cost, and to be successful in intervention. This<br />
process provides both the community knowledge and support necessary for the<br />
identification and management of health problems.<br />
The Health District convened a diverse group of health providers, civic leaders<br />
and community representatives to participate in this process. The goal is for all partners<br />
in the local public health system to work together to implement the recommendations<br />
outlined in this plan.</div>

&acirc;&euro;&oelig;Race, Roots, and Resistance: Revisiting the Legacies of Black Power&acirc;&euro;<br />
is the first of several conferences designed to reevaluate the Black Power Movement.<br />
In the mainstream and even in the literature of the White left, &acirc;&euro;&oelig;Black<br />
Power&acirc;&euro; has been presented as a nihilistic moment in which African Americans<br />
unleashed centuries of pent-up anger. A few scholars seem to acknowledge the<br />
outpouring of cultural creativity, only to later reduce it to ideologically driven<br />
Black nationalist discourse. &acirc;&euro;&oelig;Race, Roots, and Resistance: Revisiting the Legacies<br />
of Black Power&acirc;&euro; brings together major activist intellectuals of the era with<br />
the generation of new scholars whose work is producing a reevaluation of the<br />
legacy of the movement. It has been dubbed the &acirc;&euro;&oelig;New Black Power Studies.&acirc;&euro;<br />
And it promises a reinterpretation and re-imagination of Black Power. The<br />
new scholarship, like the Black Power Movement itself includes several interpretative<br />
trends, numerous themes and various political tendencies. &acirc;&euro;&oelig;Race,<br />
Roots, and Resistance: Revisiting the Legacies of Black Power&acirc;&euro; proposes to<br />
present the diversity of the new scholarship and to place it in dialogue with the<br />
Black Power generation. That pioneering generation of scholar-activists who<br />
first held their fists to sky, sang &acirc;&euro;&oelig;I&acirc;&euro;&trade;m Black and I&acirc;&euro;&trade;m Proud,&acirc;&euro; shouted &acirc;&euro;&oelig;Power to the People,&acirc;&euro; forged the first &acirc;&euro;&oelig;rainbow<br />
coalitions,&acirc;&euro; and struggled more successfully than previous generations or other social movements to empower<br />
women.<br />

Introduction<br />
This demographic study was developed in response to a<br />
request for proposal (RFP) published by the Champaign<br />
Community Unit School District #4. The deliverables in this<br />
report include:<br />
&acirc;&euro;&cent; Details on methodology, data collection and findings.<br />
&acirc;&euro;&cent; Ten (10) year forecast of enrollment and population within<br />
the district by grade level and by planning area, including<br />
socioeconomic/racial characteristics of students.<br />
&acirc;&euro;&cent; Demographic maps, tables and charts.<br />
Cropper GIS prepared the demographic mapping and analysis.<br />
McKibben Demographic Research prepared the demographic<br />
analysis and enrollment forecasts and acted as lead contact<br />
with the district.</div>
