Executive Summary
Since the demolition of the Pruitt-Igoe towers in S1. Louis, public housing authorities
across the nation have recognized the need for a new approach to public housing.
Unfortunately, the desire to expedite the process may preclude thoughtful analysis on where to
best site these developments.
This report focuses on three elements: whether scattered site public housing should be
pursued, what constitutes an appropriate site for this endeavor, and available funding
opportunities for scattered site housing.
Crucial elements for success of scattered site public housing include:
" Proximity to employment, education and social services
" Incremental responsibility
" Development of strong social networks among neighborhood residents

TIn 1991 as the Assistant Executive Director of the Housing Authority
of Champaign County, I was appointed to serve on the Bank One
Community Reinvestment Advisory Committee to assist the bank in
developing strategies and policies to serve the needs of low and
moderate income neighborhoods. I served in that capacity until 1995.
During those four years, I saw Bank One work diligently and
proactively to meet the banking needs of the low to moderate income
neighborhoods as well as those of other income groups. As a result,
and because of another collaborative effort between banks such as
Bank One, city government, and grass root and community
organizations such as the Illinois Center for Citizens' Involvement,
Champaign County has an outstanding program to help the low and
moderate-income households become homeowners.
Consequently, when we started this small business venture in the
spring of 1997, Bank One was one of the frrst frnancial institutions we
called to the table to partner with us. They had already showed great
leadership in community collaboration in the homeownership area and
we knew they would jump at the chance to do the same in the small
business development area.
We the memberships of the Community Collaboration For Economic
Development of Champaign County (CCED) wholeheartedly endorse
the proposed merger between Bank One and the First Chicago NBD
Corporation. We believe that this merger will be good not only for
both of these fmancial institutions, but for the total communities they
serve as well. Thank you.

Non-Traditional Minority Students at the University of Illinois and Parkland Community College

Ethnography of the University, Town-Gown Relations, Parkland College

Part of Ethnography of the University Initiative.

Abstract: As a non-traditional student myself, I wanted to explore the struggles of
other non-traditional students, especially those also falling into minority
groups. This paper intends to explore the programs in place at the
University of Illinois and Parkland Community College to help nontraditional
minority students succeed not only financially, but
academically and socially. There are many roadblocks in place for nontraditional
minority students in terms of scheduling, child care and a dual
feeling of trying to assimilate due to ethnic differences and age
differences with peers who may follow a more traditional student status.
Also being discussed are some things being done at a political level to
increase funding and encourage attendance of non-traditional minority
students.

About the Author: I am a student returning to school after two years being gone. Being
forced to withdraw from classes due to financial instabilities, I returned
with a different mind set than when I first started. I work full time while
attending college full time and I am 26 years old. I became interested in
the struggles of other non-traditional students, especially those in ethnic
minority groups, when our RHET 105 class worked on topics in diversity
at the university. Next year, I will finally graduate with a bachelor's
degree in Media Studies, 10 years after graduating high school.
